It sounds like people just want to say graphic quality, or visual fidelity. But they are using it to mean something else.
Image quality is a subset of visual fidelity.
Visual fidelity is a combination of image quality, asset detail, shading quality, lighting accuracy, and so on and so forth.
When people refer to "image quality", they are specifically talking about the way a given, fixed set of assets and shaders are resolved into a final image.
