Well, it was mentioned here in the Destiny - What We Know So Far video. (timestamped at 15mins for your pleasure)
Just listening to the latest Guardian Radio on the way to work and they picked up on something I missed in the Alpha. When you were picking a strike or a mission you could select brave or legend as the difficulty. Next to the button was some percentage scores on damage and stuff.
I took these as taking that percentage away from what you have equipped to make it a harder challenge, but what they are actually showing is how well equipped you are for that difficulty. A red -23% means you have 23% too little damage for the recommended levels for this mission or a green 30% means you have 30% more armour than what was needed. That should help you avoid hour long boss battles by being under equipped.
