according to the documents leaked in april, that WAS final spec, so why exactly is anyone saying otherwise?
This entire (IMO lackluster) generation has really been a victim/product of the current circumstances in the CPU landscape.They need a new CPU altogether. The current one is awful. Then again, I don't think there are many options currently on the AMD side.

Existing AMD architectures being really bad, Intel dominating the market (and most likely being priced way out of budget for a mainstream console price) and the only AMD alternative being "almost but not quite ready".
Honestly, PS Neo suffers from horrible timing. It would greatly benefit from a 2017 release using Zen CPUs.

Next gen can't come soon enough (or rather it can, it shouldn't come out until there's meaningful competition in the high-performance x86 desktop-class CPU sector).
Here's to hoping FFXV doesn't have significant CPU bottlenecks. Despite how relatively "slight" the upgrade to specs is, I don't have my own PS4 yet and Neo+FFXV sounds like the perfect excuse.

Who says Neo in 2016 is a sure thing? With Slim already leaked it could be very possible that Neo gets pushed back to 2017. I still can't see how Sony launching three new hardwares at the same time (VR, Slim, Neo) without massive confusion among consumers.

Neo and VR (with better visuals in Neo mode) would go nicely hand in hand, though.
If the specs are finalized, it has to be coming out this year. It's already not that much of an upgrade, by next year it'll be positively anemic and most likely battling flak from MS/Scorpio.
A 2016 holiday release with some PS VR bundles would be a bombshell of hype, methinks.

I mean, it's pretty much a phone display with none of the phone parts. The optics and whatever is needed for signal splitting can't possibly add to anywhere near even a total of 200 bucks (but feel free to prove me wrong, because I'm legitimately curious).

Headset is cheapest of the big three, yet those two are slapped onto your face with straps. The PSVR uses a halo system instead that surrounds your head with the screen portion "hanging" in front like a welding mask. The design feels a lot more durable in the process (with mechanical tightening and release system, plus the headset can slide back and forth and be lifted up while the whole thing remains on your head), the screen is not just "a phone screen", the device has it's own motion sensors built in, LEDs all around, and comes with a breakout box to handle 3D audio and TV feed.
By comparison, the GearVR is $99 (last year's model anyway) for just a box to hold your $500+ phone and straps to smush the thing against your face. It too has some motion sensors built in, and some rudimentary buttons on the side. I still enjoy using it, though with a gamepad

GearVR was only mentioned as it's the biggest entry level VR accessory on the market and a quarter the price of PSVR (not including camera). R&D on move controllers for PS3 and even PS4 AR is not the same thing. At all.GearVR (and Samsung in general) isn't the best example of "not overpricing Apple-style", I think.
There's decent quality "phone holder" VR googles for 20 bucks. Budget mid-tier phones also have motion sensors, and LEDs are the very definition of inexpensive. As for audio/video output, chinese tablets have mini-hdmi outputs (with whatever hardware is required) built in, making it "3D" can't be much more expensive.
I'm fairly certain that the profit margin on PS VR is insane, especially since it relies on a lot of tech that they already R&D'd (and field tested) with PS Move.

Headset tracking a device with specialized LEDs for the PS4 camera, 120hz RGB screen with sub 16ms input, breakout box with 3D binaural audio mixing and barrel distorion-fixing processors, and a halo system instead of just straps, are components that are a bit more expensive than you seem to comprehend. A mini HDMI port on a Chinese tablet is not a good comparison whatsoever.

Only those devs that have games coming out end Sept/beginning Oct would need a final dev/test kit if specs have changed over the ones talked about in the docs. Even then they could patch later if the changes are minor?
The simplest explanation for me is that Sony have planned all along to only release the final test kit (that is in a retail case) immediately after the PS Meeting so pics of the Neo don't leak before the reveal.

I'm not counting on Scorpio to have Zen, especially if Neo doesn't either. But on the other hand I'm not sure how they're gonna feed their GPU, as I'm already having doubts on the Neo's CPU being able to do that for its own GPU.Luckily there is Deus Ex and WoW: Legion to keep me busy the next couple of days, otherwise this would be a very long wait for the event.
According to computerbase.de Zen will be available for semi custom designs after they ship APUs in the second half of 2017. This could mean no Zen in Scorpio, either.
