There's no such thing as scientifically right or wrong when it comes to what people should or shouldn't do (sure, science tells us that incest can lead to evolutionary disadvantages in incestuously produced offspring but science can't say whether that's good or bad, science can only say that that's what happens). Pretty much the whole thing is a moral question and morally speaking, if two consenting adults want to have sex with each other, I don't think there's anything wrong with that even if they are closely related so long as they make sure not to produce any offspring.

According to Mass Effect lore, Krogans have multiple organs (for redundancy to help ensure the survival of their species).

So Krogans probably are equipped with two penises.
