No one who isn't black should use it and whether or not black people should use it is a discussion that only black people get to participate in.

I have trouble believing there's a 1:1 parity between then and now, but yeah, okay.

I don't know if its an "excuse", he's just making it clear that he didn't intend malice with the joke. He just made a mistake in the moment of trying to get a laugh. He still owns up to the fuck up of using the word in the first place.

Possibly as a term of endearment, I guess? Sort of like "man" or "buddy. That's how it's used, no?

Take this example. I have two friends that are best friends with each other. One of them is black, the other isn't (he's Arabic). They call each other "nigga" all the time. They're like two peas in a pod. Should the non-white friend not be allowed to use this word when talking to his friend while other black people with no relation to them can address him as that?

The word holds no weight to them and they're all the happier for it.
Umm. Yes? I'm in a friendship like that right now. He occasionally greets me with the n-word and I call him chink as a joke. I know I'm not allowed to use the n-word just like he's not allowed to call me a chink, and we're both good friends for it.

But then when I moved away, I've always watched myself so I don't say it out of place.
What's your guys' thoughts on that? A non African American using it amongst their African American friends. Do you consider that ok? Or still very much off limits?

It's not even necessarily that only black people can say it, it's more that white people can't say it
 
I don't know if you really need a genuine answer to this question but the answer seems pretty simple from an external perspective - because it has been normalised in American pop culture as a term of endearment. That's part of the price of language reappropriation, whether you like it or not.

It's certainly not a justification for using a term that clearly has outwardly offensive connotations, but it is a clear reasoning nonetheless.

There is no perfect answer for you. Just know that some people are absolutely not going to be okay with you using it, no matter who your friends are/were, and you might have to deal with some blowback/repercussions from that.

If you're not black you shouldn't say it. Just because some of us have given you a pass doesn't mean all of us would be okay with it.
So if you wouldn't say it to all of us you probably shouldn't say it at all, right?

Some people give passes, some don't. They all have their reasons. If you have black friends that do give you a pass for whatever reason, do not think that that allows you to say it in front of black people whom you do not personally know. It's "reset" for each black person you come across. That said, you shouldn't want to say it to begin with.

And what are the social consequences? If anyone of any race can buy the new Kendrick Lamar album where the word is said 10 times in each verse then where are we going with this. Should he put a warning label on the album cover that it's only meant for black people? My previous comment was supposed to suggest that many people have been oppressed in this world.

That's what he said. He's a comedian who pushes the limit of what's considered acceptable, always has been. If you believe deep down he's racist there's basically nothing that will convince you otherwise, Dyson is good friends with him and believes he isn't.

Also as an asian I use "nigga" only if a black friend calls me his nigga. Cause then I'm his nigga and he's my nigga. But, I would never use the word first. Its not my word to use. I can only reciprocate the usage of the word, not initiate. Just because I have a black friend that I can call my nigga doesn't mean every black person is now my nigga. This is definitely also very much dependent on location, for example in NYC you'll see hispanic people calling each other nigga.

No one can stop the precious snowflakes who believe everything in the world belongs to them from actually saying it. However, nothing can stop black people from clapping back when white people think they're free to cross that line free of consequences either.
