From what I've seen people just straight up hate Ryuji and Ann is just ignored.

I get people hating Ryuji (I don't, but I get it)...but how could you ignore Ann and not ignore Haru? Ann at least has some character development. She's a good person. She can be a bit ditzy, but she's kindhearted and fun. You spend a lot of time with her. Haru is a literal nothing character, gets hardly any meaningful screen time, and when she does she fails to utilize it at all. Pointless character.

I don't understand much of this - Ryuji is way too low, Ann should not be below Haru, and what the fuck at Akechi. His plotline (and character) go from annoying to unraveling completely.

At least Makoto is higher up there. But poor Ryuji.

Storywise, yeah Haru is kinda just...there. But the second half of her confidant storyline was pretty good, cute at times as well because she makes it obvious that she's got a crush on Joker even before establishing the lovers route.

I still like her, but yeah she's definitely the weakest of the main cast. Can't see how she placed higher than Ann and Ryuji.

I'm guessing Ann suffers from ironically having a messier S-Link, as well as being one of the first people to join you. After the first arc, she's just... there, just like Haru! You know who's better than both of them though? Shiho.

They have poor taste. She does have a cool costume design though. It still makes me mad that Haru even exists, just for them to do nothing with her. That's all on the writers, they should've made her stand out more, have more personality, and more agency. She's basically just a damsel in distress, then fades into the background.

She joined the party waaaay too late and had waaaay too little personality for me to care about her Confidant chain.
That, and she's stat-locked. If you're not already there you probably don't have time to worry about it anyway.

She definitely isn't completely on the level, but the game plays her fortune-telling abilities as at least mostly genuine, and tarot is a series-wide concept that's taken seriously in-universe.
