Top athletes are prime genetic specimens, and the hardest workers. There's no race blanket.

As someone who grew up in USSR and actually ran sprints, let me tell you we had no gender quotas. Regardless of the gender, all kids were more than welcome to do all kinds of sports (tennis was a bit harder to get into, since it required more expensive infrastructure)My guess would be more white women were able to afford the best training to get an upper hand. It works with women competitors because women’s sports tend to be underfunded and a training advantage would be more likely to be shown in these circumstances.
Yet USSR, which had put so much effort into sports achievements, never managed to even TRY to compete at men's sprint, why could that be? With women it was a totally different story.
