Have you used that cable yourself? The number of 1 star reviews is concerning, though a USB cable is very appealing.

I haven't used this exact one myself (although I own one, it arrived from amazon two days ago, haven't tried it yet), but I've been using another USB cable that I got locally for a while, works great, but I make sure not to use it with my Samsung Adaptive Fast Charger just to be safe. I use it with another Samsung 2amp charger.
I don't recommend using it with a charger that is rated at less than 2amps, as that would make charging time take longer.

They also said that because they added the knob and stable 3d that they want to keep the price the same Nd not charge more so they took out the chargers

To clarify, the chargers themselves cost them virtually nothing, but they take a lot of space in the box, and by being able to have much smaller boxes, they can ship a lot more units at once.
Nope, but you can buy a refurbished official charger for cheap from Nintendo online store

I'm interested in trading my Majora's Mask New Nintendo 3DS XL for the new white Nintendo 3DS
The fact that it seems that Nintendo only shipped a small quantity to each store worries me. I see people here with kids so that's telling enough as to what they're after. It doesn't help that it's drizzling here in The Bronx. I'm accepting my fate already and preparing for the the worst.

Worth noting that this firmware isn't hack able without a second 3ds or a hardmod right now, but to stay on it if you want cfw, as there's a lot of talk about an exploit for 11.0 and 11.1 hitting soon, but not for 11.2
