It could be Nation Guard, Reservists, or Active Duty military. Often times for large events members of the Military are in attendance to either participate or help with the events. Since events like this are official, they're often in uniform.

Its a terrorist attack. Any mass casualty event that is caused by humans is a terroristic attack. What we don't know is if its foreign or domestic.

Acts of terror are terrorist attacks. Sandy Hook was an act of terrorism, by the hand of a deranged local. People assume terrorism means another culture, a faction is at war with something. Attacking civilians in war is a war crime, outside of war is terrorism.
