You download the games to your PS3(from the store or your download list), then transfer them through the Vita USB cable. They'll show up as game bubbles on the PS3 XMB, like when you download a PS3 game without installing it.
Then just select the file with triangle and it'll give you the option of transferring it to the Vita.
And that's basically it.

I really hope capcom do a sale on PC for SFV.

Given that two already happened for PS4, would be shocked if the upcoming Steam Sale in 1.5 weeks doesn't give it at least 20% off, but Green Man Gaming did have a 25% off coupon during pre-order, that's what I used for mine.
