Or you could see it at last attempt to remain relevant. It's not secret that both 3DS and Wii U sold only a fraction of their predecessors. It's entirely possible that just Nintendo games maybe not be enough to make this thing successful. We shall see what times bring.
basically like I said earlier in the thread do a thread search for Wii U recommendations, 3DS recommendations, and then exclude the overlap like NSMB2/NSMBU, Smash 3DS/Wii U etc.
yes, it's an attempt to stay relevant and a good attempt at that. they're leveraging their strengths and basically making their weaknesses irrelevant.
also with Nintendo now on mobile the 3DS selling less than the DS because of that market's rise is much less significant to the future of Nintendo and the Wii U selling significantly less than the Wii has been pretty much swept under the rug with this new direction. now home console gaming is a bullet point for their new hardware.
time will tell whether or not its successful but it's basically their best and only play after the things you mentioned.
edit: and this doesn't even consider incremental upgrades, which are probably a foregone conclusion seeing as how Nintendo's handhelds specifically always have upgrades
