From a distance like that, obviously, a lot is cut away on PS4 - but it's all there on the ground level. That's just the most extreme case of LODs at play.
I just edited the OP to give some context to the GIF that's being quoted everywhere regarding the PC vs Console difference, and emphasized that it's regarding the LOD.

Both consoles have weak CPU's, probably a CPU intensive game.
CPU bound games can increase GPU effects without suffering fps in most cases. That is literally what CPU bound means.
Disappointing frame rates on consoles.
How is it possible that the Xbox One and PS4 perform the same when the PS4 is a lot more powerful. It sucks.
I'm not going to support a dev that does this.
This game looks awful on all platforms. Really pathetic offering, and I wouldn't be at all happy about that PC version. If anything, I would have expected much more out of that version at least. Bethesda has reached new heights of incompetence here and should be taken to task in the same way Ubisoft is.
I think Fallout 4 is one of the best looking open world games in terms of enviroment.

Is PS4 really a lot more powerful than X1? I thought it was only slightly more powerful? if that is the case, the multiplatform games are rather disappointing then considering that the majority of them are really close in most categories.
It's a lot more than just shadows, but that's what draws the eye initially. There are so many ground level things missing, but up close they've got to be in, right? That has to just be a draw distance thing.
You would think there was some genuine generation hardware gap between PS4 and Xbox with some of these comments. How much better did you honestly expect it to be?

Just saying that the PS4 can do pretty nice things in the right hands. Bethesda's engine is terrible.
Terrible example. A scripted sequence from a linear game with hardly any player interactivity versus a sandbox open world game. Seriously, Uncharted is nothing like Fallout.
Of course it's draw distance. PC's are always better than consoles at this. Though i wouldn't put it pass Bethesda to have actual missing assets, even up close.
It's not a generation ahead no, but extra resources, big or not, would obviously be beneficial to development. The GPU difference is much greater than the CPU difference. The XB1's CPU speed almost amounts to nothing.

Sorry to bring this usual list up, but looks to me that Bethesda didn't take advantage of what was available to them. The PS4 version is an exact match of the XB1, with XB1 doing better in some areas even. That shouldn't be.
When they said both versions will be 1080p i figured XB1 was being developed on first (usual Bethesda fashion like last gen), anything XB1 can do PS4 should able to do more of. More so at 1080p. So whatever limitations happened to XB1 at 1080p PS4 unfortunately has to deal with too.

True, but let's be honest here. Even in a linear, scripted game, there's no way Bethesda could Gamebryo something that looks anywhere near that good or performs that well. There's absolutely no evidence that being an open world game somehow holds back whatever technical wizardry Bethesda might have. The only evidence we have is of their logic-defying technical incompetence across many games and many platforms.
This generation they've had no PPC or Cell to fight with, no optional hard drives to worry about, and a shitload more memory to work with, yet they're still producing the same garbage. It's inexcusable.

I guess I don't have to mention how bad the threading is; this isn't trivial to fix though. Just sad that it's almost 2012 and this thing can't even properly use two threads. Besides all the other obvious flaws, this is the main reason why the game is so strongly limited by the CPU. Single-core speed didn't grow nearly as much as the number of cores did. Everyone knew it 10 years ago, but back then they could still just wait for the hardware to provide the additional power needed to run the sloppy code - this trick doesn't work anymore.
Watch Dogs was demoed on PC hardware said to be "close" to console since 2013. This game is very well multi-threaded on PC, unlike skyrim.
I can live with the fugly charcter models, the textures that are non-existant at times, the terrible terrible animations and even the frame rate drops (which while noticeable, don't actually bother me too much)
What is fucking terrible in this damn game is all the little issues: the captions that can't keep up or disappear or get stuck on one line so I can't see the speech options. The weird glitching out through floors and shit by NPCs, commanding Nick to hack a terminal 10 times to see him not be able to navigate around a small object to get TO the terminal, my gun disappearing, having the "NOW CONNECT SOMETHING TO POWER!" box appear forever despite me having connected shit to power.
Most are just annoying but stuff like the captions being fucked are hurting my game experience a lot.
Oh the frame rate drops are so fucking bad on the PS4. This is barely playable. I hope things get better after the opening sequences.
