There is no size limitation for non-Arcade games.... As for the time period Vice city came out a year after GTA III, cutting off 5 months is completely possible especially since they could have been working on it since Oct when it was supposed to be released and the 360 version was supposibly pretty much done. GTAIV looks quite good but it is not a first person graphical powerhouse. This is a game where the quality of wall textures and the like is not such a big factor.
Hopefully before lauch day there will be some definitive comparisons or any news of a substandard version will be made known.
