20 locations could mean 20 "countries" where particular tracks are located (Japan, USA, Italy, notice that even "original/fictonal" tracks have country where they fictionaly exist - SS routes are in Japan, Grundenwald was in Switzerland, Red Rock Valley in USA, Deep Forest in Germany if I remember correct and so on..)
20 locations could mean "20 locations" where location represent the unique location of the particular track (Fuji, Suzuka, Trial Mountain, Pikes Peak..) and where variations are represented.
20 tracks could mean particular track without layout options (Suzuka GP, Grand Valley Speedway, just that particular track)
20 tracks could mean particular track with layout option (reverse, short, west, whatever).
Polyphony Digital's language is very difficult to understand
