imo i think it's the fear that touching them may lead to them getting slapped or rejected or humiliated or deemed "creepy"
 
I have a picture of me doing this with the girl I liked at my High School junior prom. Now I know better, but for virgins and the socially awkward the uncovered shoulder is a problem area, because one is not sure permission to touch has been granted.

Luckily I've had sex many times and no longer find physical boundaries to be a big deal. We obsess over the unknown. Who knew.

I used to touch them, but I stopped when I saw that most girls just get uncomfortable. Some girls are fine with physical contact so it's just a matter of finding boundaries. Don't feel very comfortable touching people though.

I'd touch the shit out of Summer Glau though!
