Use RTSS (included with MSI afterburner) to cap the game at 45fps.

Edit the game's config located here:
C:program Files (x86)Steamuserdata(userid)287700local

Make sure your game is set to Fullscreen (not Borderless) and disable V-sync
Open TPP_GRAPHICS_CONFIG in notepad

Edit: "framerate_control" : "Auto"
to
"framerate_control" : "Variable"
Save as read-only


This will ensure your framepacing is optimized when framerate is capped.
Enabling a small amount of motion-blur can also sometimes help give the illusion of smoother frame pacing below 60fps.

Awesome! I'm doing everything in your post already except I haven't done those config file changes. I'll try it out!
 
Booted this up for the first time in a while and it runs terrible for some reason. This game was highly optimized when it launched, now im getting drops to the 50s and 40s. Setting the resolution up to 4k doesnt next to nothing to improve AA either.

Did the latest patched or Nvidia break something?

Win8.1
i7 3770
GTX 1080 - Power mode set to Performance.
16gb ram
SSD
Resolution - 1620p downsampled.

Looking at older videos of the game, I should be getting 60fps easily.
 
Well, at the moment its not. There are also others having the same issue recently. Ive also tried it on my laptop (GTM 1060 4gb/windows 10/ssd) and the issue persists.

Here what it looks and runs like at 1620p.
