A "locked 30fps" framerate for such a gigantic game like PlanetSide 2 is good and expected. I would call it "smooth" here.

That's exactly what i said. Back in the N64/PS1 days games struggled to run at 30fps and many were at 20s. So 30fps was considered smooth.
Just because the standards have dropped since the PS2/GC/XBOX generation it doesn't mean i will forget all the 60fps games and claim 30fps is smooth. Its just, "OK".
Reviewers don't care about frame rates today either. How many GTA5 reviews have you seen where they complain about its 20-ish frame rate?It really isn't.
Go back to reviews of Goldeneye or OOT and you'll see no-one complaining about the framerate. 20FPS was considered acceptable then.
Lets see a different genre, racing games were mostly at 60fps 2 generations ago. You'd have a hard time finding one that runs at 30fps. Now its the other way around. That means the standards are lower.Standards haven't regressed.
The developer also stated that Planetside 2 on Playstation 4 is like its running on PC at Ultra Setting.

There is a reason why I'm talking about "locked" 30fps.Haha soooo? Do you prefer your large scale cinematic 10 fps battles. Because if they're aiming for 30 chances are that's what your gonna get. Combine that with the likely lag at such battles, and no it's in no way worth it. Not remotely.

Framerate is king. So work on a stable/locked 30fps (not dropping below 30) and then --> everything else.
Isn't this game a competitive shooter? Shouldn't smooth frame rates and responsive controls matter more than eye candy? I get what you are trying to say here but if you were playing this game at 30fps on PC, you would be in disadvantage compared to an opponent who plays at 60fps. Heck, even 60fps isn't enough for faster paced games like, say, Quake 3. There, you need a CRT or a 120hz capable LCD or something to be competitive. Recently, players went on tournaments carrying their freaking CRT monitors with them. I often exceeded that framerate when unlocked - all the way up to 60 in quiet spots - but the variability was so extreme I locked it to provide consistency.Again even a "locked" smooth 60 game can end up with a frame rate below 30 and that's with games that aren't particular large scale.
I just consider wanting a "locked" 30 large scale mmo game is just plain naïve. Especially just for visual fluff. Even if they tought a smooth 60 I wouldn't be surprised if this game ended up in the 20's a certain times. Let alone if they're aiming for 30.

No it can't. The whole point of a "locked" frame rate is that it never changes from that frame rate.

This is one of the last games on Ps4 I would expect to have any consistent framerate, let alone 60fps.

Sony Online Entertainment has confirmed that they will be showcasing Planetside 2 on Playstation 4 at E3 2014 and added that it will be available in playable form as well.

I'm sure the game will dip below 30fps at points due to sheer MMO whackiness - as it did on PC for me too - but if the game is capped at 30fps I'm sure it'll be hitting that the vast majority of the time if they allow enough overhead to account for dips (say, running at around ~40fps uncapped).If they're touting near Ultra PC settings it sure as hell is. It's an MMO shooter. They've a bit more leeway with graphics but it's the CPU that's going to cop it a lot. May as well look good if that isn't what is limiting your game.
