They did. Unlike the first game, Take-Two published all versions of the game through Rockstar after buying the rights (and paying a lot on top in incentives to get Remedy to develop).

Not sure... I only remember one official patch for the retail version, which was 1.01. Game didn't really get a lot of post-release support.
