We still don't know if she's selectable or only available through using Samus' Final Smash. She might have her own, but she might not. It wouldn't be automatically "unfair" if she didn't have one. That's not how balance works. In fact, one of the best ways to increase variety with a minimal impact on balance is to change around basic aspects of characters. That's a bad analogy - different up+b moves are variety, which has already been demonstrated in Final Smashes.
