The big difference is that HDMI 2.0 requires a significant higher clock frequency for the HDMI chip, while the 1.3->1.4 upgrade for the PS3 didn't need any hardware changes like that.

Yup. HDMI 1.3 and 1.4 have the same clock rate and bandwidth.
No new hardware was required for the 3D formats PS3 supported.

I guess that PS4 doesn't support 4K because the rest of the hardware (CELL and RSX) can't handle it.
