There are 3 modes:
1. Mission Mode: You play through a series of scripted missions. You need to design your fleet to win each one.
2. Online Challenge: You get to try and defeat fleets created by people online.
3. Campaign (expansion only): A fairly simplistic 4x game wrapped around the fleet battles.

The game is Steamworks, so never ever buy it from the Aussie steam store because you can buy it cheaper from elsewhere.
