I would like it if Washington allowed solo drivers in electric cars to use the HOV lanes, similar to what is allowed in California. Someone should make that happen soonish.

The California program is going to expire in less than 2 years. It has accomplished the purpose of encouraging low emission vehicle purchases but the lanes should go back to promoting high-occupancy uses and discouraging solo driving.

It's popular in California and has driven EV sales in a big way because of how much awful traffic you can bypass, I would be surprised if it didn't get renewed. But who knows.

When a Republican says "states' rights," they aren't talking about this. They're talking about being allowed to discriminate against minorities and women.

New York State has the Independent Democratic Caucus (conference?) the exact amount of state senators that are required to prevent a Democratic Majority in the Senate. The IDC is supported by Cuomo so he does not have to actually pass liberal legislation and has a divided legislator to play off of.

I seem to remember them supporting it, contingent on their lists of demands being met.

Such progressive legislation has been passed by the Assembly, in some cases multiple times. While members of the IDC often back these bills, even sponsoring or co-sponsoring them, their support, in the end, doesn't matter. These bills never make it to the Senate floor for a vote. Why? They get stuck in committee. What does this have to do with the IDC? The IDC's existence allows the Senate Republicans' majority control, which in turn allows Senate Majority Leader John Flanagan to appoint committee chairs. (Democrat Simcha Felder, who is not a member of the IDC, caucuses with the Republicans.) Progressive legislation never makes it to floor because the Republican-led committees allow this type of legislation to languish.

Cuomo does not want it, has not spoken in support of it and it would likely harm his elect ability. He knows he does not need Democrats, they will vote for him no matter how much of a shithead he is. *See NYC.
