Dragon Ball Z: Great Dragon Ball Legend was the best Dragon Ball Z game and that soundtrack. Thanks for posting this and reminding me to dust off my copy.
I actually found a copy 2 months ago in a retro game store for $12.99, had the booklet and cover intact, I was extremely excited.

Even if i love Saturn as a 2D machine PS has a lot of awesome fighting/puzzle/platform games only available in Japan and is a real shame.

You're right about the 2D stuff. At least half of these Japan exclusive PS games are some sort of 2D brawler, R-type-like shooter, or RPG. The 3D racing games just look awful though.

iS: Internal Section - a tube shooter with beautiful hi-res graphics and a great edm soundtrack
Tales of Phantasia Remix - the definitive version of the game IMO
NOTAM of WIND - interesting hot-air balloon simulator game from ArtDink
Moon - Remix RPG Adventure - I still want to try this one day but can never find a copy :(

It's a 2d shooter with mechas but structured as a tv show. Each stage is like a tv episode, with Op, ED and even fictional commercials half-way through created expressively for this game.
Top notch voice work, great animations and plenty of 2d gorgeousness.

Ace Combat 3 as other people already mentioned was one of my favourite games of all time.
Animation and screenplay were made by Production I.G and the entire plot was about political intrigue and artificial intelligence imitating life. Some topics were very close to Ghost in the shell in terms of content, but gladly they were all developed in a different direction.
