There's something about Western character designs that has always seemed weird to me... it's like everything is made either intentionally ugly, silly or too out of proportion. It's so blocky looking. I wish they'd just draw things more "naturalistically". Japanese art direction doesn't bother me though, and it has a stylization all of it's own. It's hard to explain exactly.

What you're describing is the UPA/Modernist flat style that originated in the 50s(Correct me if I'm wrong anyone.) It's usually used because it's rather easy to draw, and that makes it easy to animate for television. Also a lot of modern animators grew up watching UPA looking stuff thanks to Hanna-Barbera, and that influence stuck with them into their careers.
I personally really love the style. I think it can look rather gorgeous, and I love how it allows an artist's designs to be really out there. However, I can see it being off putting to some. Especially if you really like 2D Disney films, Ghibli films, and anime. Those three things tend to be pretty "naturalistic" when all is said and done.
