Its called updating their servers...

The concept behind Azure and the cloud infrastructure is that you never have to take the whole thing down to update. The redundancy is what allows for rolling updates preventing downtime.

I was under the impression Europe has not had their release yet.

In Londnon it's 23:20 - in Berlin it's 0:20. But it can't be related to that. There was only one official midnight launch in whole germany. Even if whole europe attended midnight launches, they wouldn't be at home right now.
