The closest thing we've had to a fish zoan is the amphibian sala-sala fruit that Smiley had. But it's as you say, useless in the water.
Fish abilities could be useful outside of water if you base it on their abilities.
Like say, whale-whale fruit lets them be huge and powerful, tako-tako (octopus--octopus) fruit lets them shoot ink and develop suction cups to stick into stuff, and get extra limbs, stuff like that.
I think they haven´t been as relevant because of the fishmen.

The dragon slashing image was discussed in SBS. Oda said that when Zoro cut the dragon in Punk Hazard, he wanted to do something like that scene, but he didn't look at it because he didn't want any reference. He wanted to see the difference between him drawing a swordsman cutting a dragon now and then.

Honestly the manga needs fresh heros to keep going for as long as it has been. It's good that Law was so popular in Dressrosa even if we didn't see as much from characters like Sanji or Robin as people wanted.

Aye, I've said it before and still think Bart is the most likely contender if (and that's a big if too) someone from the Dressrosa arc joins the Straw Hats. He does have his own crew though. In any case, this won't be the last time we see him, I'm sure of it.

roger was a normal sized dude too. and with a tiny crew.
i keep going back to roger. i don't recall any scenes showing him fighting, but he was pretty much the undisputed king of pirates and was finished only because he allowed himself to be. so he's like the bar set high in the sky

Consider that Robin was an enemy during that arc. Is there a "likely" Dressrosa enemy that would fill the role? Maybe Viola fell in love with Sanji or something..? Grasping at straw hats here.

So with Sheep's Head sporting that Jolly Roger I think we are all safe in assuming that is one of Kaidou's men. He was most certainly after that dog woman(does no one else think this is a Mink Man?) and Chopper and the gang were trying to save her and her friends. While I can't be sure(obviously), I think Chopper was hurrying Caesar because of his specialty in dealing with Smile.
This is one of Kaido's islands without a doubt and it's probably home to animal people and that's
why he took it as his own. I think it could be Zou and maybe because of Bepo(potentially having local connections) it was a good hiding spot for Laws crew, right under Kaidou's nose. It almost seemed like they were just going to wait at the shore of the island for Law's crew but immediaty got tangled up in the business of the locals.
So back to Caesar. I bet there are smile users here who are going through some side affects and Chopper is hurrying Caesar along to help fix it. Probably people who were given unproven Smile as test subjects as opposed to loyal men of Kaidou's crew/army.
Oh and I think Zou/Mink Man island are one in the same. Zou is how you say/spell zoo in some Haitian Creole language.
I theorized about this a few years ago. Mostly because a little tiny carpenter Fishman was in Oda's first draft of the crew. Obviously Jinbe will be that Fishman and Chopper may have taken that cute little archetype of the crew. As the months and years went on I realized no little Tontatta was getting the proper development to join the crew. Maybe later but no one as we know them right now. Would have been cool too!

does anyone else think that the strange nature of artificial devil fruits will lead to a whole lot of weird Zoan powers in Kaido's camp? Like, I think that Sheephead's fruit lets him become... a sheep's head. No other Zoan so far has let its user just manifest particular animal 'parts' wherever they want, after all. Even Chopper's weirdness doesn't go that far.
also, anyone else think that Chopper is definitely Awakened given his degree of control over his power, and probably just doesn't know it yet? The Impel Down guard's awakened forms remind me a lot of monster Chopper.

I still 100% think that Rebecca is gonna join, as a warrior in training under the Straw Hats, on the grounds that even after a whole lifetime of avoiding conflict and not hurting people, Kyros and the Straw Hats served as living proof that sometimes you gotta get strong, and knock some heads, if you really want to protect the people that matter to you. She'll return to Dressrosa as the 'queen who fights'.

The real reason there are no Fish devil fruits is because it would be creatively redundant with Fishmen. Oda is too good of a storyteller to commit that mistake, even if logic says there should be a fish devil fruit.
