Pretty much.Please provide an actual reason besides the obvious: attempting to redefine what an "exclusive" is to use it for console warrior talking points.
EA Partners' official policy is they let people choose where to publish on PC.
That said EA's presumably providing the servers for the game on PC, the game will assuredly have DLC, and EA gave seed capital to fund the creation of the entire studio so I would say the odds are a bit lower than the average EA Partners game.

Simultaneous release on PC/Xbox One. 360 shortly after or at the same time. It's the PS4 version that's a year later.
Are devs going to pay Microsoft for using Azure or is Microsoft eating that cost?

I doubt that without serious moneyhats. Do they really expect an XBO exclusive for a brand new development studio to sell enough to make it worthwhile? PC release would at least guarantee a large audience for that platform. Especially if MS runs into supply constraints, what is this game going to sell a few hundred thousand at best if it's XBO exclusive?

MS will succeed big in America with this... and gaming will continue to spiral into a plethora of generic FPS shooters.

I call them the uneducated Americans. Those who can barely afford the rent but need to have an Internet connected and a Live account to play CoD with their friends all night long.

They said they needed to focus on fewer hardware. In the future they are open to more. They don't specify if it would be this project or another.
