Most stores either refuse to sell hardware alone, or add 10-15% extra price on it (even if you buy original games with it).
That said, afaik they are doing the same with DS too - the fact that flash is so damn cheap these days is making Eastern Asia piracy situation worse for handhelds then it was even in GBA days (flashcarts used to cost as much as the system itself back then).
