Yes and no. Sure he's cut the crew in half for the last two arcs, but that's on top of introducing oodles of new characters. Presumably the very last arc will be folks we've met before on the villain and hero side and you won't need to spend much time on motive before you get to the action.

It'll probably be more like marineford than dressrosa if we look at introducing characters.

If we look at marineford, most of luffys comrades were introduced in impel down or even before so oda did not have to spend time on that. All of them got a fair amount of screentime in marineford.

The new ones were the WB pirates and a bunch of marines like akainu and the giants. They were mostly introduced properly, but since there were not THAT much new characters it didn't feel draggy

The final arc will probably be similar, many old characters with a bunch of screentime, a few new ones, but all handled well so that it doesn't feel like its dragging

Noland.

We now know he was in the new world and was at least up to Dressrosa.
He also returned to the Lynell Kingdom in the North Blue.. that means either the world back then was different or he aswell was able to sail through the calm belt or get over the redline.

From what we've seen he also seemed to be really strong.
