It's far more likely that USB port traffic control is simply handled by the firmware. In fact, Googling "read only USB ports" seems to yield questions and topics regarding changing USB access control via registry, BIOS (ie firmware) or third-party software.

Yeah. All this means is that you will now be able to copy files from a USB drive to the hard drive, which is great news. Those that are unable to stream music/video from the PC's will now be able to copy thousands of MP3's to a USB drive and then copy them over onto their xbox 360 HDD without having to rip 20-song cd's for hours.
