Why do people get bent out of shape that they keep asking for money? That's how they did it the first time around, and people gave what they wanted. If they ask again, people can decide for themselves if they want to give again. There shouldn't be any hard feelings. No one HAS to fund them.
The goal from the outset was to fund everything about this game with crowdfunding. They are trying out a new no publisher model for development. Clearly the model is bust as people cant tolerate feeling as though they're obliged to keep handing out money in order to get the full game. Sure having MN9 to play before asking for dlc money would be nice, but development doesn't work that way, they need to do the development on the dlc along with the rest, or no dlc and they move onto another project.
Because its happened multiple times with this game despite them passing their goal by a pretty wide margin. They pretty much just keep coming up with new ideas after the fact and trying to squeeze more out of their supporters and make them double dip.
Don't understand why this is a problem. They've just added another stretch goal to their Kickstarter campaign, while offering more free content for backers.
Lots of successful Kickstarter campaigns end up opening their own website and taking additional funding for those who missed the Kickstarter.

This feels bad on a number of levels. First, it's crowd funding for Day One DLC, which is pretty unethical If you ask me. If the game was fully out by now it'd be understandable even if it was still going to be DLC that non-backers had to pay for, but it's not so it's quite inexcusable.
You pay to kickstart the project, you also have to pay to purchase the game..now they want you to pay to fund DLC, which you will probably also have to pay for?

FWIW, it's not Day One DLC (the full update spells this out really clearly a couple places, though if you just saw the OT I can see how you might think this). And it's basically saying that all pre-order money (slacker backers) from this point through the end of the year will go towards making this DLC, if they get enough to make it -- and if they do, the 80K backers who already funded the main game will get it for free.
They are showing their costs (which are over what they are saying they need in pre-order money) and seemingly being totally open about the entire process -- I'm not sure how this can be construed as unethical just because the game isn't out yet, unless you think taking money for pre-orders is unethical.
I do know some people personally don't like hearing about DLC before a game is out yet, for any reason, which I can certainly understand. The update makes it sound like (and I know from working on other games) they are probably talking about it now cause of how some parts of game dev finish before others.

Secondly, Zero was originally put in MMX as a means to fit the original main character's design in the game once Capcom forced Inafune to put (a version of) Mega Man in the starring role, so there is a good reason for him to be there, and Bass originally had a whole game's story arc dedicated to him and his emerging rivalry with Mega Man - this isn't really fitting in as anything except a cynical Edgy Antihero/Rival trope, so it has much less reason to be in there as a narrative since it's DLC and not being integrated into the game (despite being worked on before the main game is finished!). Thirdly, I would mind less if Comcept hadn't tried their hardest to turn Mighty No. 9 into a franchise before the damn game is even out yet, but with the multiple cameos and a TV show being worked on too... I really feel like their priorities aren't in any of the right places.
Needless to say, I won't be funding this DLC.
