Getting a fresh start in a new Galaxy away from the old trilogy's baggage is a fantastic decision

This talk of "APEX" gamebux and Inquisition-style "strike teams" make me very, very nervous. And I'm disappointed that it will be set in a different galaxy.
I'm honestly not sure why I expected otherwise, though. BioWare's mantra is throwing out the baby with the bathwater. If something doesn't work quite right, they have an alarming tendency to axe it completely.

Reapers were programmed by the leviathans/thralls to manage life in the galaxy the milky way, and the reapers built the relays. It'd follow they're exclusive to the milky way.

probably. if it truly is hundreds or thousands years after events in the trilogy it should show in technological evolution as well. So yeah, my guess a bunch of races sent seed/colonisation ships (or joined forces and sent one ship) as a sort of Plan B; and when they arrive that's where the player comes in. I can imagine the game starting with a cutscene in the lines 'our galaxy is in turmoil, Reaper invasion, etc etc, you are our hope for a continued existence'. They could time it at the start of ME2 and add 'Shepard is dead'.
