The ratings don't seem to affect games like CoD and GTA. Can these be considered anomalies to the general logic? Or is there something behind it?

If that was the case they'd remove Cammy's and Mika's costume completely. I'd say removing that angle and butt slap does hardly anything to make it more family friendly.Those games are less niche than fighting games. Given a smaller pool of potential customers, it makes some sense for capcom to try to maximize the family friendliness of the game. Street Fighter is also about consensual, stylized combat. There isn't even any blood. There's no reason they shouldn't go for the least restrictive rating they can achieve.

Street Fighter is already a well established franchise, I don't see any rating affecting it's sales at all. Again, it won't ever be M, even with the earlier poses the worst possible outcome would be a T, which confuses me why the ratings argument ever came into place.

It's hard to imagine anything "sexual" in SFV that would bump the age rating to an M when Senran Kagura can get away with a T rating.

You have to remember that the DoA series has a M rating as well. The ESRB are very inconsistent. Just look at Uncharted for an example. People are still amazed that it only gets a T rating.
