It's my understanding the PS4 will have a "Home" console which can play digital content offline; any other console will need to be logged into the account in which the content was purchased to play said content. On the PlayStation 3 there was originally a five console activation limit for digital content, in November of 2011 the limit was reduced to two. How will the complete removal of this activation limit affect those with multiple consoles?
There are those with have children who find it convenient to share their digital content across devices; now the second device will need to be logged into the "Home" account. What if your internet connection goes down? Can you only play your content on one console?
