"Next-gen platform" is always, always used for indicating PS4, One and Wii U, generally.

Wii U isn't at all a stretch to include and still be on top though...
I think Microsoft includes Wii U in current gen on PR about 360 market share.

I wouldn't go make presumptions about 3DS just yet. Sony lumped together hardware and software, and it would be hard for them to crow about both without a "next gen" qualifier preceding it. It's possible PS4 could actually be the top platform, but it would never be top software across all platforms.

I'm pretty sure CVG is just mixing up what Larry Hyrb wrote and equating it to best selling.
There's basically no way for that to occur unless a ridiculous amount were sold in Canada.
