I would say the whole cast of Psychonauts. The game is hilarious!
"
Kochamara: I've got the brain of a little girl back in my lab that could power a whole army of Psycho-Blaster death tanks... [realizes Raz is laughing at him] What's so funny?
Razputin: You have the brain of a little girl?
Kochamara: ...I said, "in my LAB!"
Razputin: I think you have the muscles of a little girl, too! "
And now I'm sad about the lack of new Jak games.
Nordom: Attention; Morte. I have a question. Do you have a destiny? A purpose?
Morte: Is Annah still wearing clothes?
Nordom: Affirmatory.
Morte: Then the answer is yes.
"Women were the reason I became a monk - and, ah, the reason I switched back... "
It's called the 'Mortuary'... it's a big black structure with all the architectural charm of a pregnant spider.
The most painfully unfunny character I've ever encountered in a game. I hate this thing so much.Claptrap, beaten damn
Cave Johnson is the funniest by a country mile.

Guybrush and Murray are two of the funniest characters in gaming. No contest. Guybrush, especially.
Daxter for me probably.
And now I'm sad about the lack of new Jak games.
In BL1 I agree, he was insufferable, but somehow he really had his moments in BL2. I honestly don't know what happened...
Jansen, Lost Odyssey.
For me it's Sergeant Cortez. Obviously he plays the straight man in most scenarios cast against the wacky supporting cast of TimeSplitters: Future Perfect, but sometimes he gets to play the goofy one, especially when having to converse with himself thanks to time hi-jinks.
Dr. Loboto: I hate to be so blunt, but YOU have the insanity... of a manatee!I would say the whole cast of Psychonauts. The game is hilarious!

Troy Baker's delivery really made Kanji. The voice acting in Persona 4 is good all around, but it's easy to imagine Kanji's lines falling flat without his trademark yell.
Kanji got all the good one-liners in the game, and there were PLENTY.
My main man Kyle Hyde
This guy is the source of such instant classics as:
* "It's a bookshelf. Wait, my mistake, it's a table."
* "Well, I'm certain that you're an idiot, and only one of us is right. And you couldn't deduce your way out of a wet sack. That's why your books sell like fried crap at a county fair."
And let's not forget his legendary comebacks:
* "Hey! What are you doing in my room?" -"Isn't this the lobby? My mistake."
* "...Kyle Hyde? Yer name really Kyle Hyde?" -"That's what my parents told me."
lol that guy was hilarious
