When you consider it, a lot of manga, even regular manga could possibly get you in trouble. Probably not, but still, a lot of it must sit in a bit of a grey area.
Our laws are pretty spastic in general, weed is classified in the same class as meth. That said, I honestly don't see how this new (and as others have said, pointless) law will affect anyone other than actual paedos. If police are searching your home you've probably done something alot worse than owning manga.

I don't think it should be banned, But there's a big difference between something like SAW and cartoon kiddie porn. One is meant to shock you, the other is meant for you to wank over. That would lead a person to believe that people in possession of cartoon child porn have sexual fantasies about small children, and are potentially dangerous. of course someone driving a car is 'potentially' dangerous, I'm just saying that cartoon child porn is specifically aimed at the same person that desires real child porn.

It's a fucking stupid law because you need to ban any medium where a child is depicted as being abused given even in the context of a narrative somebody somebody with that perversion could get off over it. Pedo Hentai is pretty much a gateway to real child porn. A guy who likes violent games will buy more violent games to feed his desire to combat, win, or destroy people. No harms done, no real person is hurt, only more polygon bad guys.

Sex gets people's attention. Sex crimes get people worked up. Law enforcement, the legislature, etc. play off of people's fears, imagine up problems that don't exist, and exacerbate real problems all in an effort to keep themselves employed. If these people solved problems, they'd be out of a job.

The irony of the attempted "it's not like video game murder" arguments is that to people who don't like violent video games, video game murder such as in GTA or even war games is nearly as evil and gross as child porn. Many of those people would gladly support a law that restricted freedom of expression when it came to interactive "murder simulators".
The real bottom line though is that regardless of what anyone thinks of Teh Pedos, Teh Loli, and Teh CP Toons, laws such as this are inherently messes that just lead to confusion and slippery slopes. The people behind laws such as this will use the same rational to turn their eye next on everything "immoral". Inevitably, that will become a lot more than just the initial easiest targets that virtually everyone agrees are immoral (such as CP).
