Technically, they're still somewhat independent. The most important part of that press release people seem to be forgetting: Bungie will own the properties they put out. That was the main problem for Infinity Ward: they didn't own Modern Warfare, but they wanted to. Here, Bungie will own what they produce, so it's they who get to decide what they develop.
