Just out of curiosity, what makes the distinction between state and federal charges for Trump here?

Certain activities like money laundering and racketeering are both federal and state crimes, and you can be charged in either court system or both for the same activities.

Mueller will certainly make sure evidence makes its way to the relevant state AGs, especially if he thinks Trump may try to pardon his cronies.
