Sorry I was incorrect the quote about Dead Rising and why Konami decided for this strategy came from some industry analyst not anyone from Kojima Productions.
It still doesn't make it a good deal. If they can't fund a full Metal Gear Solid game anymore without overcharging for what's been described as a demo, then perhaps they need to rethink the budget of their game.

I would be very surprised if the content in Ground Zeroes isn't available in the Phantom Pain release.
Konami just hasn't officially announced its inclusion as a smoke screen to increase the value of the Ground Zeroes product. They have enough trouble justifying GZ's existence currently.
They got a paycheck from the platform holders for that inclusion. Bad for consumers, good deal for Konami.

It would make a lot of sense if Konami had gone down the Blood Dragon and Call of Juarez route.
Games that were short, lean experiences for $15.
Konami could have even inflated that to $20-25 if they wanted to cover the cost of physical distribution and 'AAA' marketing tax.
This seems almost ridiculous though. Has Konami been a sinking ship? I thought their quarterly numbers were pretty solid.
