I don't buy this logic.
Back when I was a horny teenage virgin I would have made the most of any possible contact with a woman.

Yeah, the hover hand phenomenon is hilarious. I honestly didn't know it existed, until people started pointing it out on the internet recently.
I've spent a little time thinking about it, trying to dissect it, and I think I have it nailed:
- The guys who hover hand are likely the same guys that "white knight" girls on message boards or in online games. The thing about white knights is that they're often just as skeezy as the guy bothering the girl in the first place, and often make the girls just as uncomfortable.
a) The assumption that the girl NEEDS to be rescued or defended.
b) The white knights actions are because THEY want the attention of the girl, so they are really no better. Dude hits on girl because he wants a date. White Knight defends her because he wants a date.
So anyway, back to the hover hands.
It takes a specific type of dude to even want to have his picture taken with these kinds of chicks at all. Celebrities are one thing, but I'm thinking more about the E3 booth babe type. I've been to eight E3s and I would never have my picture taken with these chicks. I think it's nearly more insulting to men than it is to women! I think the dudes lining up to have their photo taken with them have no self-respect.
So, there are two types of men - those that have their picture taken with booth babes, and those that don't. Within the group that DOES have their picture taken, there are two subsets - the hoverhanders, and the non hoverhanders.
The non- hover-handers are like the obnoxious internet dudes. They are skeezy towards women, but at least they are up-front about it, & their attitude.
The hover handers, on the other hand, are worse. They say "Yeah, I'm a baller because I'm getting my picture taken with these hot models, but I respect them too much to put my hand on their shoulder. They probably hate sketchy guys touching them all day... I'm so thoughtful.

I've got at least a few friends who do this exclusively and I can tell you that it's because they've never reached a comfort level where it's acceptable to touch anyone under any circumstances. These are the same guys who look like a totem pole when they get hugged or don't know how to return a handshake.
