If the guy still continue eating after being shot, what are the chances he'll still continue eating if he only got tackled or hit in the head, he might switch target to the police officer or worse, other random people nearby.

The guy was like tearing him to pieces with his mouth and I told him to get off. But the guy just kept eating the other guy away, like ripping his skin. A police officer came over, told him several times to get off then climbed over the divider and got in front of him and said, “Get off!” But the guy just stood his head up like that with a piece of flesh in his mouth and growled. Mr Vega said Eugene continued to eat his victim’s face so he was shot repeatedly.

I just saw it myself, didn't find it that bad tbh. Wasn't as bad as the stuff in that Homs massacre video from a few days ago, at least. It mostly just looks like a REALLY bloodied face.

The cop has training about people on PCP and probably knew of the similar incidents involving this "bath salts" shit, both of which null any pain in the user and dissociates them completely, giving them seemingly endless amounts of energy + strength. Knowing this, a baton or attempt to restrain him would've been dangerous as fuck, mace would've been useless, and the cop would've been the dude's dessert.
This isn't a "loose cannon American cop" situation in the least.

The person being EATEN was in imminent danger of death. The police officer had an obligation to STOP THAT SHIT ASAP.

I don't think I've read a "defense force" that pisses me off more than UnluckyKate completely discounting the danger to the victim in her calculations on what the cop should have done.
Other defense forces like pedo defense or even child porn viewing defense or even incest defense at least logically account for everything, even if I dont agree with all of it.

i wouldn't call it a "defense force," just a complete misunderstanding of the "on drugs" angle (and it's just one person, which does not constitute a "defense force" according to NeoGAF by-law 23874, Art.2, Ch.6)
I can understand wondering why the cop shot so readily, if you didn't understand the drug angle.

Even if he wasnt on drugs, eating a persons face on a highway makes him beyond insane and should therefore be dealt with the same way.

I remember reading somewhere that neutralizing the target was the original plan (since the dept didn't have that achievement yet), but the cop who fired forgot to select the correct set of perks at the mission select screen. Embarrassing, really.
