Give Naughty Gods as many devkits as they need
I don't think there's anything abnormal here - anyone who needs to work with incomplete, unsigned code would have to have access to a devkit, so that would include QA/Testing staff, for example.That seems like a large number, but I don't actually know if for the size of the team that's normal or not.
