When it comes to evaluating Pokemon designs, my primary criteria is whether it adds an interesting new wrinkle to the overall pantheon. And Turtonator meets that criteria well.
It has a unique look that borrows from mata mata turtles (the shell, neck and head), softshell turtles (the snout), kappas and Gamera. Only one other Pokemon stands with its back to its opponent (Mawile). It's also the only Fire/Dragon who is neither a legendary nor a mega evolution. It's also uniquely ugly in a good way. In a generation with many softer, more rounded designs, Turtonator stands out with a sharp serrated shell, jagged spines, etc.
I really like the bit of spice he adds to the lineup with his visual design. Even his personality stands out a bit, with the world-weary eyes and no-bull attitude. And the concept is awesome a "turtle detonator" with a sulfur-coated shell rigged to explode.

This softens me to people in my real lifeInitial reaction was negative but after learning his shell explodes has become more positive

I think it's a really cool design. It also has pretty good typing IMO.
