When you "delete local content," the game folder still exists in steamapps. This is on a game-by-game basis. Most modern games keep your settings and savegames in the Documents folder which is almost never affected during uninstallations. Older stuff sometimes kept savegames in the actual game directory but included an option to keep savegames when uninstalling.
