In my defense, I was following rule two:
2. Most winning times are before ten minutes after the "beginning time" (using 4:30 as an example again, the winning time will almost certainly be before 4:40)
The previous winner seemed to win two minutes into the fifteen minute time frame, which to me invalidated rule #1:

Indeed. The basis of his theory, though, has nothing to do with the time of the previous winner. It's more like this.

Those are your 4 "beginning" times (his word for them). Within each of those 15 minute periods, there's a random time selected that's the winning time. Chances are, the time is not right at the beginning (5:02) or the end (5:14), it's probably in the middle. Most of the time one gets picked at like 5:17 (2 minutes after 15) or whatever is probably because no one claimed the winning time from the previous 15 minutes, though it's still possible the winning time in that case was just 5:17. But each 15 minute period begins anew and has nothing to do with the last. The best way to go about it, in my opinion, is to start watching it at a beginning time, 6PM for example, and wait. If you wait 10 minutes, and no one has one, there's a decent chance if you put in your code, you'll win, because the key time is more likely to have already passed (in ten minutes) than be ahead of you (only five minutes). If you wait the full time, from 6 to 6:15 and there's no winner, that SHOULD guarantee that you win if you put yours in right away. Of course, there was a long time period earlier where it seemed no one was winning, so it's not actually a guarantee. I'm probably going to wait until around midnight or one, wait for it to go from 1 AM to 1:15 AM with no winner, then put mine in. If we're right about the way it works, I should win. Hopefully.
Another winner. Last three: ~6:17, 6:30, 6:45. Odd the last two were right on the 15s, and the one before may as well have been 6:15, not sure how accurate the time I wrote down was.
