In addition to this, Bandai Namco announced The Idolmaster: Must Songs Red Board and Blue Board for PS Vita. This is a Taiko Drum Master collaboration game featuring songs like “Ai Must Go,” “Ready,” “Go My Way!!” “Idolm@ster,” “M@sterpiece,” and more due out in Japan this winter.

Why would they announce a new Taiko game for Vita when last week it saw a steep decline?

I'm sure this is incredibly cheap. No licensing, most of the songs already have charts made, and any new charts they make can be added to/sold for other versions. Plus, they could possibly even sell it in other regions because unlike other Taiko games, they don't need to manage licensing.

Could probably do pretty horribly and still bring a profit.

Taiko Vita's debut wasn't bad. It did better than two of the three PSP games, only a 20k decline from the 3DS games, and higher than both Wii U games.

This Idolmaster game lets them cheaply (Vita Taiko seems pretty low cost in the first place) reuse the game's engine with music they already own. Even if it sells few units, it could still be viewed as a success.
