I'm not jumping your ass, but this is dangerously close to the line of thinking people use for why women shouldn't serve in the army too. Stuff like "they might need tampons in the field" and "their hormones are raging during their periods, they'll snap" are routinely used to prove as evidence that they're unfit to lead or serve.So don't crucify me for this, as I don't agree with the decision, but could there be an actual logistical reason for this?
If, for instance, you need insulin regularly, you most likely aren't going to be allowed into the military, because what if you are stuck in a combat zone and can't get it?
Couldn't the same line of thought apply to transgender people who need a regular supply of hormone drugs?
I don't know, maybe I'm wrong. Still think if you want to serve and you have no physical defects then you should be allowed to no matter what.
These accusations are completely foundationless. Same as the complaints against transgendered enlisted people with this new rule. And for a country that routinely spends the most money in the world on its military? It's a laughable smokescreen to call budget concerns a justification.
In short? No, there's absolutely no reason they shouldn't be able to serve. Other countries with half our budget do it already.

I can't speak for the person you're quoting but in my case it isn't a lack courage or conviction, it's a belief that it's an exercise in futility. I love a good, friendly debate with someone that doesn't agree with my opinion but lately the winds have shifted and things are much more hostile (on all sides) to the point where it's no longer enjoyable discussing our disagreements.
