Yes but these fans don't get to decide what should or shouldn't be a pokemon, that's up to the designers.Sludge and slime are to all intents and purposes the same thing - sludge being just a particular type of slimey substance.
Having the garbage included was clearly not a good idea. There's a reason the vast majority of fans do not like Garbodor and Trubbish, and why they're so frequently nominated on "worst design" lists. The majority of fans tend not to like things which are too "human" - either in the sense they look humanoid, or are based on manufactured objects.
There are no rules in place for what's allowed to be a pokemon, you say there's a bunch of people who are irked over the fact that ol' Garbodor gets to exist in the Pokemon world? well they can just deal with it to be blunt, I happen to quite like its design, shockingly people have different tastes and one man's trash (can be literal in this case) is potentially another's treasure.
From the start we've had a few oddball designs that arguably don't fit in the same mould the majority of designs tend to which lean towards animals and plants, and of course some of these I don't care for at all myself but it's also these designs that keep things interesting and varied.
We've got flying magnets, humanoid mime monsters, levitating letters, wind chimes, bronze bells, ghost lanterns and many more that can be classed as plain unusual design concepts compared to the majority.
There's a very high number of Pokemon now and not everyone is going to like every design for various reasons, don't like them because they are too man made for your liking? then don't use them, there's plenty of pokemon to go around and as far as Gen 5 goes i'll happily take the Garbage bag and Ice imitating Ice Cream over yet another set of monkeys this time with elemental gimmicks but I can't say that those monkey's should never have existed, I bet there's some kids out there that love them.
Why should I give a shit what the majority of fans think? The majority of fans think Pikachu is the best Pokemon, do you agree with them?
Trubbish and Garbodor are good designs because they take the basic concept of a garbage monster and mix it up by adding the actual trash bag to give them some form. Just because something looks human (Hi Jynx) or is of human origin doesn't make it a bad design. Are people going to shit on Porygon too because it intentionally looks like bad N64 graphics? How about Koffing, who is based on a combination of a naval mine and smog, which are both of human origin? No, they won't, because Koffing and Porygon are awesome designs, and so is Garbodor.
