Uhhh.... actual characters? I'd argue that catgirls and dudebros are pretty much the same cliche, just from different ideologies. Both are paper-thin characterizations of humanity.
Unless this girl lost her parents in a horrible cat-related accident and wears the outfit as a psychological coping mechanism. That would be understandable.
One more thought - this series had a animated tree and panda bears. Not much of a stretch to see her included - Tekken has its own brand of crazy.

Has he clarified this? What has he said about roster size since the last time? Google is not doing a good job of giving any real information about this aspect; this seems to be a bad sign. I'm not sure how I'm supposed to react. I'm confused.

I haven't played Tekken in years, so I don't have a dog in the race... but people never stop complaining about the smallest things. Artists, musicians, authors, game devs, etc. have the freedom to make what they want, not cater to the whim of every member of all possible audiences.
If you don't like a character in a fighter, don't play as them.

Exactly. Acting like fans who don't enjoy one extreme must really want the other extreme is stupid, and kind of rude. It's not a linear scale.
He was interviewed back in June and said that he thought Tekken Tag 2's roster was too big, and Tekken 6's roster might have been too big as well. He said that he thinks that a good roster size would be 36-38 characters. So Tekken 7 is likely going to have a few cuts (if he really does go for 38, then that's already 5 characters gone from Tekken 6, not to mention Tag 2). And in the places of the cut characters, we're getting stuff like Lucky Chloe.

Yeah. It's amusing he's trying to show how creative the character is by comparing it to the typical Western character when he has on his hands something just as uninspired, just from a different region.

I don't think they're especially gifted at it.
It's that American journalists have no context for which Japanese developer is jokey and just assume every tweet from every Japanese developer is solemn information delivery because none of them are allowed to have a personality outside of their company's guidelines. Bombastic, troll-y developers are specifically an American invention because they follow Jaffe and Boon on twitter already.
The shitty thing about this is that, since Polygon either ignorantly or purposely jumped on this, Namco is going to clamp down on Harada saying what he wants. Because some people didn't understand a joke.

I'm glad others feel the same way.
I don't like Lucky Chloe at all, but I also didn't care for Alex/Roger, Kuma/Panda, Mokujin, Gon, etc. The simplest approach for me is to simply not play the character. It's not like she poisons the rest of the game to make it unplayable.

My love/hate relationship with Polygon is borderline bipolar.
Their features are typically well researched and excellently written. On the other hand, I disagree more often than not with their reviewers (namely, Gies and McElroy) and they write articles like this.

Polygon writers should try their hand at politics, being able to masterfully spew bullshit is a gift.
And screw all you people who don't think people have a right to complain about stupid shit in their games. Very few, if any, of us actually asked for her to be removed, but we sure as hell gave our opinions.

It's as cliched, lame, and downright lazy as any shave-headed, muscle-bound dude could ever be. Nothing about this character was unique or interesting, from the stupid cat ears and mitts to the headphones, to the stockings with knee-pads and boots, to to ear grating high pitched "I'm a 5 year old with 21 year old body" voice it's the same shit Japan has been regurgitating for years. She's virtually the Japanese equivalent of dudebro.
